ORA-14695: MAX_STRING_SIZE migration is incomplete
Cause:
An attempt was made to open the database in normal mode before the MAX_STRING_SIZE migration process completed.
Action:
Restart the database in UPGRADE mode, run the utl32k.sql script in $ORACLE_HOME/rdbms/admin, and restart the database in normal mode.
